President Díaz-Canel visits the municipalities of San Miguel del Padrón and Diez de Octubre 

Getting ahead — based on José Martí's philosophy that to govern is to foresee — and guaranteeing communication through all possible means, especially community communication, are two ways of doing things that in the Cuba of these times acquire great value for those who must make decisions in a territory.
That is why it was not fortuitous that on this Monday afternoon the need for such methods motivated reflections, equally, in the Municipal Defense Councils of San Miguel del Padrón and Diez de Octubre, capital settings where the President of the National Defense Council, Miguel Díaz-Canel Bermúdez, and the member of the Political Bureau and Secretary of Organization of the Central Committee of the Communist Party of Cuba, Roberto Morales Ojeda, arrived.

There were exchanges with the authorities of both municipalities, where the president of the Provincial Defense Council of Havana, Liván Izquierdo Alonso, was also present; the Governor of the capital, Yanet Hernández Pérez; among other leaders. They were ideal moments to review how solutions are being optimized in such vital issues as the distribution of electrical energy, water supply, solid waste collection, and attention to those most in need.
In the specific case of the municipality of San Miguel del Padrón — with an area of ​​25.7 square kilometers, a number of inhabitants that amounts to about 163 thousand, and six Popular Councils, the country's leadership was made aware of how much is being done there to complete the management structures and improve the work systems.
There, as in other territories, there is a municipal energy map that allows the situation to be detailed on a front as important as the current, that service whose deficit generates many dissatisfactions among citizens.
As was said in San Miguel del Padrón, today it is a crucial goal to be very aware of the opinions of the residents, precisely when — due to an imperial blockade that limits the possibilities of well-being to suffocating limits — complaints and negative moods proliferate at the community level.
In both municipalities, issues such as attention to those who live in vulnerable situations were discussed; about the challenge of inserting those who are unemployed; about improving the Family Care Systems (SAF) as much as possible, because there are very needy people there; and on how to expand, as quickly as possible, the use of Renewable Energy Sources (RES); as well as the ways that make it possible to guarantee the payment of pensions to retirees.
In San Miguel del Padrón, as in all the territories to which he goes, President Díaz-Canel asked about food production. In this regard, he shared the idea that, where there is a portion of land, it should be used. And as for that valuable force that is the Community Youth Network, both in that territory and in Diez de Octubre the beautiful truth emerged that young people can undertake difficult tasks and do it well because they do it with passion and commitment.
Regarding the above, it is worth saying that in the two municipalities the Community Youth Network has had encouraging experiences, engaged in developing social impact activities - such as job fairs, festivals, accompaniment to combatants, and helping people in vulnerable situations.
Also in Diez de Octubre — with an area of ​​12 square kilometers, with about 200 thousand inhabitants, and with nine Defense Zones — they discussed the issues that most pressing citizens; and, as in San Miguel del Padrón, there were reflections on the potential of new economic actors, which have shown that they can provide answers to many of the challenges of a territory - such as energy, or support for those most in need.
In the two municipal Defense Councils, the Head of State advocated being able to anticipate, with timely information or agile solutions, many of the population's complaints; and for working to ensure that problems such as the accumulation of solid waste do not worsen in the city.
It is very important — the First Secretary of the Central Committee of the Communist Party of Cuba reflected on Diez de Octubre — that a Defense Zone is well-activated; and that the most capable people be at the head of such a structure.
Since the work of these times, within Cuba, demands systematicity and rigor, the dignitary assured in both meetings that, very soon, there will be a new session to look closely, together with many others, at that small country, key to the Island, which is the municipality.
