INFORMATIVE NOTE No 4 OF THE CIVIL DEFENSE NATIONAL STAFF ON HURRICANE RAFAELAccording to information from the Forecast Center of the Institute of Meteorology, Tropical Storm Rafael became a hurricane, category one on the Saffir - Simpson scale with maximum sustained winds of up to 120 kilometers per hourWeather conditions will continue to deteriorate with rains, showers and thunderstorms, which will become strong and locally intense throughout the Western and Central region of the country, with accumulated rainfall between 100 and 200 millimeters in 24 hours.There will be strong storm surges on the south central and western coast, with moderate to heavy coastal flooding in the south of the provinces of Sancti Spíritus, Cienfuegos, Matanzas, Mayabeque, Artemisa and Pinar del Río, as well as on the Isle of Youth and the Canarreos archipelago.In view of the above, it was decided to establish the CYCLONE ALARM Phase for the provinces of Villa Clara, Sancti Spíritus, Cienfuegos, Matanzas, Mayabeque, Havana, Artemisa, Pinar del Río and the Special Municipality of Isla de la Juventud as of 06:00 hours on November 6, and to keep Guantánamo, Santiago de Cuba, Holguín, Granma, Las Tunas, Camagüey and Ciego de Avila in the Information Phase.The population is advised to keep informed about the evolution of this system through the national, provincial and municipal media and official profiles on social networks and to comply with the instructions given by local authorities and the Civil Defense.The National General Staff of the Civil Defense and the Meteorological and National Institute of Hydraulic Resources are keeping a watchful eye on this cyclonic organism.NATIONAL STAFF OF CIVIL DEFENSE
