State Council approves relief from work duties for delegates of People

I HEREBY ANNOUNCE: That the Council of State has considered the following:
WHEREAS: Article 193 of the Constitution of the Republic of Cuba establishes that delegates fulfill the mandate conferred upon them by their constituents, in the interest of the community, for which purpose they must balance their duties with their usual responsibilities and tasks.
WHEREAS: The difficult economic, social, and political scenario that our country is experiencing, stemming from the scarce availability of fuel, the aggravated problems of the national energy system, and the complex situation in guaranteeing the vital services received by our population, exacerbated by the recent measures of the United States Government, requires a more permanent link between delegates and their constituents and attention to their concerns and other problems in the community.
WHEREAS: As has been recognized on other occasions, it is worth highlighting the experience and active work carried out by our delegates throughout the pandemic and during the subsequent weather events, based on their direct connection with their constituents through systematic communications and other actions and activities undertaken.
WHEREAS: Law No. 132, "On the Organization and Functioning of the Municipal Assemblies of People's Power and the People's Councils," of December 20, 2019, in its Article 81, stipulates that delegates to the Municipal Assembly of People's Power receive the necessary support from state bodies, agencies, and other entities to fulfill their duties.
THEREFORE: The Council of State, in exercise of the powers conferred upon it, has adopted the following:
AGREEMENT No. 556-X
FIRST: The Presidents of the Municipal Assemblies will evaluate, within their respective territories, the possibility of releasing delegates from their regular work duties, whose responsibilities allow it, until further notice, in order to ensure a stronger connection between these delegates and their constituents. Delegates who are not released will maintain, as they have done thus far, a constant relationship with their constituents, especially on non-working days, promoting community participation in addressing problems.
SECOND: The Presidents of the Municipal Assemblies of People's Power will take the necessary measures to keep delegates informed about the decisions made to address the complex situation facing the country and will develop the actions necessary to strengthen their connection with their constituents.
THIRD: The delegates will keep their constituents updated on the information they receive regarding actions and measures related to the current situation in the country. They will also evaluate each of their constituents' criteria and proposals aimed at resolving issues and difficulties that can be addressed through popular participation.
FOURTH: The People's Councils, within their respective districts, will maintain popular oversight of the local entities under their jurisdiction. They will conduct systematic analyses of how constituents' concerns are addressed and the work carried out by each delegate in pursuit of these objectives, as well as their interaction with the corresponding administrations. This analysis will focus particularly on matters related to food production, energy, and popular oversight of government-approved measures, with special emphasis on prices.
They will also promote community participation in their meetings and in the popular oversight activities they undertake.
FIFTH: Local governments, in accordance with their powers, shall actively contribute to the fulfillment of the provisions of this Agreement and shall adopt the pertinent measures to achieve greater public satisfaction through their management, despite current resource limitations.
SIXTH: The Commission for Attention to Local Organs of People's Power and the Secretariat of the National Assembly shall periodically evaluate compliance with this Agreement.
LET IT BE COMMUNICATED to the Prime Minister, the Provincial Governors, the Presidents of the Municipal Assemblies of People's Power, and all other relevant natural and legal persons.
LET IT BE PUBLISHED in the Official Gazette of the Republic.
