At the closing of the 8th Plenary Session of the Central Committee of the Communist Party of Cuba, last July, the First Secretary and President of the Republic, Miguel Díaz-Canel Bermúdez warned that "The times are not for complacency, nor for inertia that we do not know how to break. Our people demand results, and we owe it to them."Likewise, he called for rectification as a permanent practice of the revolutionaries and to fight simultaneously, in a decisive manner in several areas, including the frontal battle against the manifestations of indiscipline, criminal activities, antisocial conducts, corruption, illegalities, social violence, vandalism and other harmful phenomena that affect security, citizen tranquility and internal order.Last November 23, at a meeting of the Central Committee, as part of the main activities for the 66th anniversary of the Triumph of the Revolution, we called for a National Exercise of Prevention and Confrontation of these manifestations, with the purpose of intensifying the joint and effective actions of the agencies of the State, the Government, the Ministry of Interior, the political, social and mass organizations, popular and communicational control.The call is to turn this Exercise into a forceful response, united and with the participation of all factors, which can have no other result than success, protected by the political will of the country's leadership to defend at whatever cost necessary those sacred conquests of the Revolution which are the tranquility of the citizens and internal order.We are driven in these complex times by the symbolism of the day of its beginning, this December 2, when we commemorate the 68th anniversary of the Landing of the Granma yarch and the Day of the Revolutionary Armed Forces, as well as the date of its closing on December 7, a point of historical confluence in which we remember the invincible Bronze Titan, Lieutenant General Antonio Maceo Grajales; we pay tribute to Operation Tribute; to the founding of our Association of Combatants of the Cuban Revolution and to the 90th anniversary of the birth of Frank País.Multiple reasons inspire us to continue this battle that does not admit pauses, carelessness or naivety. It demands from us rigor, constancy, articulation, firmness, professionalism, training, exigency, foresight, maximum control, strict compliance with legality and with the provisions of the institutional norms of social coexistence.It is a call to increase revolutionary vigilance, prevention and confrontation of crime, corruption, illegalities and social indiscipline in neighborhoods, communities, workplaces, peasant bases, coastal or mountain villages. It is about summoning everyone, the family, the school, the political, youth and student organizations and the social factors that have the responsibility to educate, train and protect their children, their students, their members, with the José Marti's and Fidel's vision that everyone counts and contributes to the common interest of saving and contributing to social peace.Therefore, there can be no passivity or inertia; it is necessary to reactivate or stimulate the operation of the prevention groups in the districts of the popular councils, particularly in the preventive-prophylactic actions with people with antisocial behavior, and to take care of the incorporation to study or work of those who are disengaged and many times fall into criminal behavior that lead them to prison.The 8th Congress of the PCC warned of the need to reactivate and make the work of the mass and union organizations felt, at the present time, as in the difficult times in which they were born, and without which it would not have been possible to defend the Revolution from the criminal and counterrevolutionary attacks promoted by successive governments of the United States, which the hawks of today intend to intensify with the arrival to the White House of Donald Trump and his cabinet of war.As in the past, the CDRs and the FMC are called to play a leading role in the prevention and confrontation of these demonstrations, in each block and grassroots organization, with the promotion of the Popular Revolutionary Vigilance Detachments, the Peasant Patrols, the Detachments Looking to the Sea or other spaces of positive influence, of educational, persuasive, timely warning or rehabilitation approach.In the face of the economic war opened by the U.S., with a genocidal and intensified blockade, which bets on the strangulation, asphyxiation and surrender of our people based on the shortages and difficulties generated by its restrictive measures, the defense of our resources, the maximum internal and external control, the protection of the facilities, of the means, the fight against waste and for savings, the control of prices, of the use of land and livestock.Our people demand more effectiveness in the fight against crime, to diminish or contain it; they ask for an energetic and responsible action of the State inspectors in the different sectors; they call us to watch over legality with rigor; to not allow unscrupulous people to cheat the tax authorities or to continue manipulating prices in an abusive manner to enrich themselves at the expense of the workers; they reject drug trafficking and consumption, and they firmly denounce when they see a lack of timely confrontation.In response to the call made by the First Secretary of the Central Committee of the PCC in the 8th Plenary Session, in order to respond with results to the demands of the people to whom we owe ourselves, against crime there must be a forceful response, from all, with firmness and systematicity. It is a relentless battle that we will win united, so that there will never be impunity.
